    Report performing a literature review on the state of the art of energy poverty and disability, including results from stakeholder survey, delineating a conceptual framework. It shows how people with disabilities face multiple, overlapping vulnerabilities—including higher energy needs, inadequate housing conditions, and structural barriers. It also identifies current knowledge and policy gaps that hinder effective support.

    This report presents the findings of a bottom-up analysis of knowledge and competency gaps and training needs of policy actors in developing effective measures to tackle energy poverty for people with disabilities. To achieve this, piloting partners in Cyprus, France, Greece, Italy, and Spain engaged 10 to 20 municipalities in their respective regions through interviews,
    surveys, and personal meetings.
